Paul S. Hsu Named SBA Associate Administrator for Government Contracting and Business Development

Paul S. Hsu has been appointed as Associate Administrator for the Office of Government Contracting and Business Development for the U.S. Small Business Administration.

Before joining the SBA, Paul Hsu was a respected leader in the business community and an award winning small business owner. He founded three successful Florida small businesses producing avionics and battlefield electronics, medical electronics, and electronic obsolescence management services and software tools.

As Associate Administrator, Hsu will direct the implementation of policies within the Office of Government Contracting and Business Development, including the 8(a) Business Development program, and the HUBZone Empowerment Contracting program.

“Paul Hsu is a great addition to the SBA,” said Administrator Steven C. Preston.   “As a former 8(a) program participant Paul brings the ‘hands on’ perspective of a business leader who had to follow federal government contracting rules. His expertise will play a vital role in advancing SBA’s ongoing reforms to help small businesses receive their fair share of federal contracting opportunities.”

In October, 2006, SBA launched a series of initiatives designed to help small businesses receive more contracts from the federal government.

Hsu was born in Taiwan, and came to the United States in 1976.  He obtained his Master’s degree in Industrial Management and Systems Engineering from Central Missouri State University and a Ph.D. in Engineering Management from LaSalle University.  In 1995, he completed a three-year Executive Educational Program at Harvard Business School.

Since 2002, Hsu has served on SBA’s Regulatory Enforcement Fairness Board. In 2003, Paul was appointed by President Bush as a member of the President’s Export Council (PEC), and the SBA’s National Advisory Board.

Hsu and his companies have received numerous awards.  These include the SBA’s National Small Business Prime Contractor of the Year; the State of Florida Governor’s Award of Excellence; the Department of Defense (DOD) “Quality Vendor”; and the Nunn-Perry Award.
